Lately I've just been buying a ton of grass starters to manually harvest them but it's not a guaranteed fiber drop and is pretty tedious. I know I can just buy hay but then the silo seems pretty useless right now, it was great when I had a ton of fiber to go through but now I don't.

I stupidly didn't stock up on fiber before the last winter and I managed to keep things going by harvesting seaweed. It takes a lot longer than harvesting grass, but you can also get seaweed, trash, & seafood while you're at it.
You can also get fiber by harvesting random weeds in the grass as you walk around.

I believe seaweed is a good source for free fiber
However you will "lose" some day in gather resourse on bronze kelp floor
