Yes, they have - it either serves a backstory purpose (i.e., 'you left your job to go work on the farm') or it's literally just spam mail.
You'll notice that the name used here is J. Doe. This is likely shorthand for John or Jane - on occasion, particularly in investigative and detective work, John/Jane Doe is a way of referring to a mystery person whose identity is not known (a grim example, but often a dead person whose identity is not known is referred to as a J. Doe).
So it being used here means that the character is... most likely forgettable.
I personally think its part of the story line, seeing as you are improving the town and the Corp is trying to destroy it to gain it easily, i think this may be a threat from them, to try and get you to leave. LOL but thats just me
It's Pufferfish Corp, not [Company], so I kinda doubt it.
or it could literally be a placeholder for the manager's name ... maybe the manager will serve a bigger role once more story content is implemented
most likely as you mentioned an unknown person at this time but in future someone relevant's name will be there
