It rarely even lets me attempt, despite moving ingredients over and selecting the equipment under manual tab. When it does work, it freezes when the cooking time graphic pops up and then turns into spoiled food. It’s very hit or miss (mostly miss) that it even lets me get that far. Is there something I’m supposed to do before I’m able to cook?

I haven't had issues with freezing, but it could be related to graphics settings. try a few different setting and see if that helps.

Cooking does indeed work, it just has a slight bug. You can't have a equipment already selected when you choose manual. So, when you enter the cooking window, and click manual check to see if a tool is selected. If it is, deselect it, exit out of the cooking menu completely then enter back in and choose manual then choose your tool, and add your ingredient then hit cook. A bar should pop up showing the cooking process, you want to tap when the white bar slides into the blue on the indicator bar.
