The tools I place on my toolbelt keep ending up in my bag, are they not suppose to stay on the belt and not move? I always have to reorganize my line of tools.

I noticed this well. What I did were make sure there's no space in between other items and set my tool bar as my main before going to sleep.

Belt and bag are interchangeable when you swap the hotbars. So when you change hotbar (Q or R), the non selected hot bar will be your bagpack.

This is still an issue now two years later, how do we keep our tools in the green tool belt permanently? Doesn't make sense to me that just pressing Q or R should upset the whole apple cart? Q or R is simply there to scroll between the bars, no to actually swap all the items on the bars? This classifies as a bug... not a feature.
