I’ve been visiting family for the last week and playing Coral Island in my downtime. My family has a data cap from their internet provider and noticed that their upload data has significantly gone up since I arrived and continues to go up whenever I’m playing Coral Island. Is this normal? We saw it go up a gig with only one hour of gameplay.

I don't know how much data it uses, but the game launched and played fine through Steam with my wifi off.
You can see your data usage also. "data usage overview" In network status/settings. You'll be able to see roughly what's been eating up their data
I can play it offline...
I only popped in for a second, ran a bit, then went to bed to do a quick check for crashes. But it was fine.
The only issue I can say for certain you'll come across with playing offline is that with Cloud save being implemented now, When to DO go back online you'll have to make sure that you select your local file and not the steam cloud save, or you'll lose your progress.
I didn't check to see if it crashes if you try to submit feedback while offline though, so maybe don't do that, or try and see what happens
