no they are just decoration. at least for now dont know if they will have any function in later game but dont think so

I could be wrong, but it seems town rank influences them to heal. Three of mine are way prettier now, and I'm rank C. One that looks considerably different is outside the lab. Not 100p sure that town rank influences their health, but something seems to be healing them lol.
