this seems to be the only one i cannot activate, ive cleaned all the surrounding areas and there just doesnt seem to be an activator for it, my only quest left is to follow retreated roots but i cant seem to complete it and this seems to be why i think.... (in silver kelp area)

that quest isn't fully implemented yet so you can't complete it, that little altar isn't one you can activate (at least at this stage)
