I am confused by what's the trigger for Luke to order in new supplies.

I'm not sure I understand the question, but Luke only sells one kitchen item per week, so each week will be something different until you've bought all the things available currently.

I think it may be different for some players. I’ve seen some messages with players needing to check the tv channel “Coral Shopping” to switch items every week. In mine, the items at Luke’s shop switch weekly automatically.
