I've done the main twenty sites and met the merfolk, but now in trying to explore the rest of the ocean, I can't swim any further. My character stops at the bottom of the stairs at 27 feet; is this simply a progression thing I haven't unlocked?

It fixed itself immediately after posting this. All I had to do was exit diving and redive.
