Silver and Bronze Kelp are used for upgrades at the Lab.

#

Leather Parchment is an artifact that can be donated to the museum.

#

If you've already donated one then you can sell the extras or give them as a gift.

There's a Laboratory near the center of town that is run by Ling. As you play, you'll meet Ling and she'll introduce you to the Lab.

I wouldn't worry about it too much if you haven't met her yet!
