how to unlock this section diving

Anyone know why this section didn’t open? I fed the turtle found the beacon thing. the top of the stairs cleared up but the bottom and new section is inaccessible. #diving

thats not the way to go after that turtle! try north and east, that spot opens up Later

Is it not in the game yet or do I just need to unlock more before that opens up?

unlock more- that looks like one of the places that unlocks after the first 20 are all done and you've done more further down
