Also, are these stairs bugged? Can't go up or down past this point

They are, try moving at the veeery left side, that works for me

And that one's not implemented further yet, you can unlock 40, 41 solar orbs, but the quest does not continue yet

I go down this ladder on the right side, next to the red coral and the green algae. The last rung of this staircase is a little glitchy.....
