Nope, you have to fertilize the ground prior to placing seeds

@spring canyon you can fertilize after placing seeds. @visual garden you can only fertilize the first day of seeds

If the sprout doesn't show up, you can fertilize it. Which mean if it's still a seed you can fertilize it after.
