Do you need to pass all 3 turtles to activate the 20 orbs?

I'm at 19 currently and trying to find the final activation for the orb, but have only passed 2 out of 3 turtles. Will I need to unlock the last one and the area beyond it?

yes, the bronze (silver is ok too) L Milk turtle must be appeased
