winter farming trouble

i can seem to buy any seeds from sams in the winter. is there a fix to this or a requirement i may not have met?

You can plant wild seeds and Sam told me I should drop by Ben's if I wanted some winter seeds, but I couldn't verify that since he told me on like the 26th
