The Talking Turtle isn’t Talking

I think i’ve healed all the coral sites up to this point but the game won’t let me talk this turtle guy whose blocking the path to the rest of the coral sites. is this a glitch or am i missing something? when i press the button to talk nothing happens :((

you don't talk to him, you hand him the item he's asking for, in this case a bronze tomato. then you just swim by him
