How do I trigger a cutscene with a character? Is there a heart level requirement, or is it just random? I realize there aren't many out yet but I'm not quite sure if I'm doing something wrong.

Yes, you need heart requirement and go to specific place, not sure about the time. Currently, I have triggered a cutscene with Eva at her workplace after reaching 3 hearts.
