Hello everyone,
just a general question for this quest ... I've visited the following areas and cleaned all the rubbish in these vicinities. I spoke to the merman people who opened up another area which I also cleared. I backtracked and went back up the stairs to the bronze kelp section to see if I had missed another entrance or animal but I can't seem to progress any further?
Am I at the end?

If you already meet Denali and Agung in a cutscene, that means you clear all the underwater quests.

I am using a controller as someone found a way to use it. I can't figure out how to move the anchor though.

Just put your cursor on the rope and press x near where you are. Finally figured it out.
