Are winter crops not implemented yet or am I missing something?

The crops for the winter altar you mean? Those are fall crops. You will need to get rank c to unlock those crops.

and actual winter crops we have right now are tea leaves and snow drops, the latter of which unlocks at c rank

Some crops in winter bundle are fall crops, like the garlic and fairy rose, which unlocks at rank c, and can only be bought and harvested in fall

Unfurtunately if you are already in winter you wont be able to grow them, youll have to wait till fall year 2, and be a rank c at least

im in fall 17 and i just got rank c

If you can, save your wild seeds and use them for Winter since they seem to automatically produce tea when planted in winter
