Townies in museum, but not in museum?

I'm trying to romance Scott but for some reason when I go to the museum, he isn't there even if the map says that's where he is. I kept watching it and it turns out, nobody is ever in the museum when the map says they are. I've looked through the entire building, nobody is there. Is this just a me problem? It's persistent, I've gone through several in-game and out of game days.

This is before my museum upgrade, I'm waiting for the pickstarter to finish but it's happened since the beginning of my save file.

I'm already past the pickstarter quest and Scott now hangs out in the room all the way to the back with the dinosaur bones. Hopefully he'll show up there for you when the quest finishes.
