mine happens ALOT its like it rearranges a few times after going from inventory to chests

Yes, this is frustrating. I like using hot keys, and the shifting inventory makes hotkey use useless. Sigh. I got past the lack of controller moves, but this just … is frustrating.

It seems to happen if you have the shortcuts on a "page" that isn't full. It will fill in all the blank spots from the next "page". Chests do the same thing too when exiting the game and loading back in. It erases all the blank spaces.

Yep it shuffles my tools around randomly and I have to rearrange them ._.
