I didn't activate Coral Sites after I cleared all the trashes around them, just to test if I can get trashes to respawn.
Now there are no trashes around those inactive Coral Sites.
How do I get out of this situation?

I got this similar problem (except mine just doesn't spawn at all) and managed to resolve it, I waited several days until the trash respawn on an exact location where the machine is buried then it will appear the moment you break the trash
