Cleaned up every inch I could but I've encountered an invisible wall (kind of a similar effect to when the turtle was blocking the way till you gave them the produce). The entire staircase is blocked. I've tried dropping my anchor there a few time but each time I came back underwater I couldn't pass through. Is this invisible wall intentional?
Ok, I found out the only way to get down is to pass on the very left, almost through the kelps. Still, that's a bug.

Works on the bottom-right, too. Just have to slip by at the corner of the bottom stair.

to my understanding, the diving area that should be explorable is up to that point. And the quest should just end after meeting with 2 merfolks. Somehow the quest keep going and let you pass to the lower area through the left side. That also explains that the area has NPC animals that are standing still and not giving any quests and we can pass through the area they guarded. It's also explained that after we activate orbs in that area, some corals are still in "dying" colors. I believe it should comes with major update with merfolks.
