Blacksmith selling nothing but ore?

The NPCs keep telling me that the Blacksmith is supposed to sell weapons and armor, but when I go there it only sells coal, copper, silver and gold, as well as having an option to process geodes etc. Is this something I've yet to unlock? I'm nearly done with the Water shaft, it would be nice to buy some new gear
