How exactly do I unlock fast travel to the musuem? I dont understand what it says

It seems that you unlock more fast travel points as you complete offerings at the shrine @ the lake temple

I personally don't know exactly when we unlock that specific fast travel point, but I assume that's the process in how we unlock it
