Forest Fast Travel Unlock Question

There's a fast travel altar near the carpenter whose description reads "To Reach The Forest With Haste, Make Two Offering To The Forest Tree". I think this is referring to the altar where the monkeys usually are, but I can't figure out any way of making an offering, and there's something blocking the entrance.

Is this currently unavailable, or something I'll have to wait a bit and/or do a quest to access? I understand some of them are tied to quests, like I assume the community one is tied to Sam's store quest.

It’s not the monkey altar, there’s an alter in the very northwest corner of the map (you have to find raised areas in the lake to walk across to get there). You go there after you’ve already had a weird dream and you wake up a forest giant.
