Are the diving quests completable at this point in development?

All beacons are activated and all the roots have been cleared. A mini-map would definitely help keep track of it all, too.

I'm stuck on 15/20 shrines cleared. I'll have to do a deep search. I feel like I'm blocked from the final section.

Is there more than one cutscene with them? I have no idea if I have completed this section of the game or if I'm just so lost I can't find another beacon. I have the Explore the Ocean quest active with the objective 'Follow the retreated root'. Will that quest resolve when I've activated all beacons or just stay open?
