With the winter update not scheduled until several updates down on the road map does that mean we won't be able to complete the first altar until then? Unless there is another way to get the two items that as far as I can tell are crops/grown.

I believe you can but it is difficult because of the current town rank requirement. You may have to play through several years

The crops unlock at Town Rank C and are, bizarrely, Fall crops.

I have seen people reach rank C by mid-summer, so yeah, it's possible, but honestly it takes a very focused, unnatural playstyle
