No, users who are not in your project's team cannot access the project. In Sentry, project access is controlled by team membership: "Projects can only be accessed by that project's team(s)." If a user is not a member of the team associated with a project, they will not have access to that project. Team Admins, Org Managers, and Org Owners can manage which teams have access to a project, and any Org Member can gain access by joining the relevant team (unless "Open Membership" is disabled, in which case joining requires approval) Project Access and Team Membership.

However, there have been some reported inconsistencies and edge cases (such as visibility of project names or issues in certain views or emails) that may allow users to see limited information about projects they do not have access to, but they cannot access the project itself or its detailed data. These are considered bugs or limitations and are being tracked by Sentry's team Hide active projects from users with limited access, Don't show the project name in the Weekly Report if the user doesn't have access to that project.
