People don't tend to flop dead out of nowhere...
I propose that starving takes twice or trice as long, but starving citizens slow down as time passes and are less effective at gathering materials/killing zombies.

I second this, unless they're flopping down from work accidents, I would say give them a grace period 2 to 3 days... lest they fall from Dehydration.

I think if it took 3 hours to kill somebody it would be fine, but one hour is just dumb
