this MIGHT also happen if you buy medstims at the hanger going into a mission, havn't checked

longer explanation:
in game medstims come in packs of 2, when another set is collected, this will merge a max of 4, this value is reset upon returning to hanger under the logic of "reloading the ammo" but this is resetting the weapon/item state

I don't see how this is a bug. Like you said, returning to hangar resets the states of all items. Items that are overloaded will be pulled down to starting values, and items that are underloaded will get pulled up.

It's either this or items preserve their states: you get to keep your extra med stim charges but weapons don't replenish ammo. I'm sure nobody would prefer that

i know why it does it, i assume this isn't the developers intention despite coded this way.
just because i can explain the coded logic, doesn't make it worth keepsake's awareness of the possible oversight

an exception can be applied to certain items, their are a few where this would apply. it is not only a "this or that" situation. i would recommend you don't spread misinformation to give the impression it can't be changed

I suspect it's mostly to stop you from being able to bring 4 stimms or 3 small repair kits per inventory slot into a new mission. It can be changed, but I doubt it's an oversight.
