I have just picked up Reflective Wrath common artifact, it's Effect description says 'When the ship's shields absorb a hit, the ship deals 30% damage for 10 seconds'. Is it +30%? or is it a penalty of 70% and the ship will deal only 30% of its original damage? Is it something entirely different, like 'thorn' damage in RTSes (30% ship's dps dealt over 10 secs to the attacker)? It's unclear.

Well either way no artifacts that I know of do penalties it’s only bonuses

I would normally think that, but when comparing to other artifacts, where there's a clear "+" sign with the bonus amount, I started to doubt myself. For consistency, maybe it should have that plus sign, too.
