As it says, even out of combat, trying to craft with controller, it's locked on "Small ship repair kit", at least when playing solo. Using mouse there isn't a problem crafting what you want.

This has also been reported I think a few times. Annoying for me as well, you have to move your mouse away but at that point it robs time
