Title - Phoenician characters (only available as a custom character, as the culture is adopted by the decision) cannot take the decision to raise the Carthaginian Empire. Not sure if this is an intentional design for the sake of historicity but does feel a bit odd if not.

Slight correction: The culture is called Carthaginian in game - "Phoenician" would be the heritage. Aside from that, it is rather paradoxical that a ruler designer Carthaginian character cannot form the title that is the namesake of said culture.
