Please don't, it make reforming a faith as admin too easy. It must be a challenge for the ruler to impose his new faith to his administration.

or it should only change state faith if all councilors have at least +50 opinion of you AND if you are at least Paragon of Virtue. This could represent most of the nation actually thinking that you know better
