Could you check if for some bizarre reason, that HRE isn't Mandala? If not, then the text to be shown when someone switches Suzerain hasn't been properly implemented for other government types.

Yes, that is religion and culture, I am asking about their government type, as in Feudal/Clan/Nomadic/Mandala

It's not possible for catholics to get Mandala government so I didn't think it necessary to check and after checking, the HRE is feudal with princely elective.

Devaraja is hardcoded in the string:
