See picture. I seem to have all the requirements, yet I can't build this thing.
If the problem is that my culture / county culture can't build this thing, then the bug is that it isn't greyed out properly, or that the reason why I can't build it isn't communicated properly.

It's in Hungary, and I don't have a steppe-related culture, no.
So if it's just "Your culture can't do this thing", the tooltip is wrong.

yea it should list that you need a tradition for this but it doesn't, that's a tooltip error
although i would argue not being able to upgrade an already built building is kind of bs
