I am Currently playing an Asatru Ruler (king) in Bohemia (start date 1066) as vassal of the HRE.
I have religious rights protected in my vassal contract with my liege the emperor.

4 converted counties, owned by my vassals are doing an Asatru populist uprising independence faction against my liege the emperor (my liege, not against me). The converted county owned directly by me is not part of the faction.

So probably the game is checking maybe if the direct ruler of the county has religious protection in his vassal contract, but not if somebody else between the direct county owner and the top liege (me) has religious rights in his vassal contract.

Populist factions not only about faith, they also about culture. Or did you have the same culture than the counties?

culture acceptance can aqlso prevent you from getting factions if its high

Also the factions can also happen, if your top liege is pretty hard in depth, was in the past a think, dont know if its still in the game

the factions often named as Orthodox upraising as example, but can also be because of culture or mixed because of booth. They spawn if the opinion of a countie to the top liege is negative. Do you have a savegame? Than i can take a look about this and maybe can say more about that.

Do you use Mods? They can also cause problems sometimes because they overwrite vanilla files sometimes and change the game or add bugs
