Upgrading the Castle in the Found a Holding event chain does not work

When you start the Found a Holding event chain as an adventurer, you pretty much always get the event where you have the choice of upgrading the Castle's main building to level 2 (Keep) or level 3 (Concentric Castle). Picking either option does nothing, and the finished holding will still be at level 1 (Motte).

Have you tried doing this making sure your culture has access to the tech to allow those building levels?
