This Adventurer decision suffers from multiple issues:
- It builds a Castle, despite the whole event chain is flavored as building a City.
- During this event chain, you get the option to build 3-4 buildings. However, if the finished holding doesn't have enough building slots, some of the buildings you paid for just don't get built.
- One of the buildings you are offered are Guilds, which should only be buildable in a City.
- Another building you are offered is the City Center. Not only should this only exist in a City, it shouldn't exist in a regular buildling slot, which is where the event chain puts it
- There is a month long delay between finishing the construction, and concluding the event chain. It isn't until then, that the buildings from the event spawn. In that month, the AI holder can start a construction of their own, effectively further reducing building slots
If I had to guess, I'd say the decision was intended to create a City. Then, down the line, it was decided that it should create a Castle, maybe so a player could hold it. So it was simply switched from City to Castle, without really revisiting the written event or any of its components.
