Building Upkeep

CK3 has been in the era of income bloat as there are continuously more options to make absurd amounts of income. With the recent introduction of more buildings whose main purpose is not gold or dev production, there is a missed strategic opportunity to introduce building upkeep.

There is little reason for a building like the hospice to produce gold and in other strategy games, this would typically cost upkeep to maintain. The upkeep wouldnt be punishing, but it would atleast present a reason to not build hospices or military buildings freely.

I think normal buildings should be nerfed, while legendary buildings should be expanded beyond just legends and buffed. Should feel like an investment to build up your holdings.
