I would like to create more holy orders but confused as to why they count towards my domains. If I'm leasing the city, shouldn't they provide more benefits? Either that or make it harder to sound a holy order but they don't count against your domains.

To clarify, I'd prefer if it was just much more difficult to form a holy order but they didn't count against your domains. For example, increase the cost in piety and gold by maybe 25%-50% and also require the character to be a paragon of virtue.
