Swapping between clan and feudal

It is easy to change goverment type with a single tribal holding and some piety, but it feels broken. There should be more obvious opportunities to change goverment type like clan/feudal traditions or decision unlocked by doctrines. Also there should be ways of changing goverment of vassals
