#Culture Spreading vs Research Developing

I wish the game did not punish people for trying to spread your culture.

I understand that there game needs to have a way to show advancement of technology and research, which is presently done through county development of said culture. But even though I do believe it does a decent job in what it is set out to do, but like systems in other game (paradox and non), it is flawed, especially in a aspect of the game, which I view as important.
As I am mostly a roleplayer when it comes to Crusader Kings 3, I find that it is very counterintuitive (growth wise) for me to spread my culture as the process of spreading my culture decreases my research (as culture head), not to mention the time I spend trying to convert the lands to my culture is wasting time which I would otherwise use for development.

Roleplay situations like:
having the French settle in Southern Britain,
Anglo-Saxons colonizing Norway,
Spreading Brittany culture,
or etc.
are discouraged by the current systems in place.

To Rap everything up:
I am not asking for the ability to paint the entire world map with a single culture (which would be a bit much to be honest), but just a proper way to spread ones culture for the LARP aspect of the game without having to be punished do to the games systems themselves.

That and the way in how one changes county's culture, though I feel that part would involved an internal policy overhaul.

I also don’t love that if the culture of a county hasn’t discovered a tech, you can’t use it there. Just because my subjects haven’t figured out castles doesn’t mean my engineers can’t travel there and build them.
Perhaps switching this to a reduction in building speed or an increase in cost to represent having to bring in people would be better and more realistic.
