If I'm seeing your character screen right your spouse has a title, that's why. For whatever reason If your spouse is landed and holds a title they don't appear on your council.

That's due to your spouse living in their own court in their lands, not your capital. Somehow this long distance relationship doesn't stop you from being able to have eight kids together though.
