Dora thinks it’s fine that way, because it lets you put another mask on for whenever you die and lose your mask. This way your identity is automatically concealed again

Yeah Dora gets where you’re coming from but it doesn’t affect the gameplay that much, especially since you’re most likely gonna respect the uniform code while on duty, so no actual hats. Dora hopes we get two accessory slots in the future though
