Each Fan Jutsu can be jumped over which makes hard to hit people that like to spam jump.
Also the same moves that are jump-able also self stun the user whether they hit or land allowing the user to be punished with O to medium reward for the
high risk.
Thirdly a good bit of the jutsus have a cast time with 1 of them being 2 seconds long with little to no damage.
At 88 strength my damage is as followed while also listing the cast times, which self stun, and which can be jumped over:
-Task of dragon - 59 damage 2 sec cast time
Slashing Tornadoes (3 tiles ) 67 damage 1 sec cast time and can be jumped over
Wind Barrage 76 damage, Self Stuns, and can be jump over
Slicing Wind 76 damage, Selff Stun, can be hopped over
Wind Cyclone 86 damage, can be hopped over, 1-2 sec cast time (cant remember)
-Fan Wind Mask 12 damage and it can be hopped over
I suggest removing the self stun or reducing it to where its barely noticable
Or
Reduce some of the capabilities for the skills to be jumped over.
It doesn't make sense that gusts of wind can be jumped over anyhow. Can the elementals like lightning and fire be jumped over?
A couple on each but again some of the elements have less draw back than fan
