we have the same number of max jutsu since before we added 4 new universal jutsu to the game, i think everyone would agree with me to adding at least 1 extra jutsu slot. i'm playing wind medic right now and im missing very crucial jutsu

Personally, I've always thought ranking in this game should award jutsus slots, would be a nice incentive to stay in villages and play for chunnin/jonin rank ups. One of many ways to go at it...
