To make the Breath styles more balanced, I think it would be better if the attacks became stronger depending on the level of mastery or the person's level. So, if a level 100 person with the Water Breath goes against a level 10 person with the Sun Breath, the Sun Breath user will lose because their Breath style will deal less damage, even though it's the strongest one, and they will have less mastery
