Make flashstep accessible to non pillars/upper moons

There should be a quest or level requirement for flashstep, its a really cool ability and not only would it be badass to use but it would completely change the combat system, only high ranks being able to use flashstep is a complete waste considering all you need to do to get a high rank is have a high level, there should be a quest for level 300 players that will basically have you talk to this trainer guy who will put you through a few difficult training regiments which will then give you flashstep, This suggestion is for rpg2 and rpg3

I'm responding a bit late, but I remember reading that now the flash step will be available to the Kinoe (the last rank before Hashira), and also there will be something called escaping the combo, which is like a flash step. I think that will be available at any rank since in the last preview video you can see a boss giving it
